Bailey: Yapay zekâda düzenleme değil önce sıkı test gelmeli
Bank of England Governor Bailey, AI risksinde ilk adımın düzenleme değil, güvenlik açıklarını bulan katı testler ve güvenceler olması gerektiğini söyledi.

Bank of England Governor Andrew Bailey has stated that regulating artificial intelligence should not be the first step in managing the risks of the technology; he argued that AI systems must first be tested rigorously and protected with safeguards against identified vulnerabilities. According to Bailey, the risks surrounding AI are "real and increasingly significant".
Why is Bailey against starting with regulation?
Sharing his views in an article he wrote for the Substack platform for the first time, Bailey emphasized that AI development should not be stopped or banned. According to him, the benefits of the technology are too great to be ignored. However, for these benefits to be realized safely, there needs to be a system for intervention and a framework of boundaries that determines the domain in which AI operates. In this framework, the starting point is not rules, but tests.

The UK is testing at the AI Security Institute
Stating that important work is being carried out on AI testing in the UK, Bailey referred to the country's AI Security Institute. He noted that these tests could form a part of a set of standards, but the pace of this work must accelerate. Bailey added that failures will be encountered during the testing process and that models will sometimes behave unexpectedly; however, he argued that this situation is not evidence that testing has failed, but rather proof of why testing is necessary.
Is regulation coming in the long term?
According to the Governor, testing should not be seen as an alternative to future regulation. Stating that a more formal regulatory framework may emerge over time, Bailey summarized his approach with the statement, "Regulation is not, in my view, the right place to start."
The global debate is intensifying
The debate on AI risks has gained momentum recently. While executives of leading AI companies are calling for a coordinated approach at the international level to assess risks and develop safeguards, OpenAI recently announced that it would not release its latest model due to safety concerns. In the US, President Donald Trump opposes a slowdown in the technology, arguing that the US is in a leading position against China in the AI race. However, following a summit with AI companies, Trump stated that executives signed a document described as "morally binding", which would provide a form of protection against potential risks and place the responsibility for the safety of the technology on the companies themselves.

Sıkça sorulanlar
- Why does Bailey see regulation as insufficient at the start?
- Bailey argues that it is not yet known where the vulnerabilities in AI systems are, and that without this information, rules would be incomplete. Therefore, he suggests that testing should first reveal the risks, and then the boundaries for regulation should be determined.
- Who conducts AI testing in the UK?
- The AI Security Institute established in the UK conducts work on AI testing. Bailey considers this work as a part that could form a set of standards.
- Does Bailey oppose regulation altogether?
- No. He states that testing should not be seen as an alternative to regulation and that a more formal regulatory framework may emerge over time; however, according to him, the first step should not be regulation.
